change_development_level
This command adds a specified amount of development to the designated county or barony. If no county or barony is specified, then the development of your character's capital is adjusted by the specified amount. Negative values can be used to decrease the development.

Overview
The "change_development_level" command is used to increase or decrease the level of development in a specified county or barony in Crusader Kings III. Development in CK3 refers to the overall level of infrastructure, sophistication, and advancement found in a certain territory. A higher development level generally provides more economic prosperity and military strength, while a lower one implies the opposite.
The command is structured like this: change_development_level [amount] [county id or barony id] -"[amount]" should be replaced with the numerical value you want to adjust the development level by. This can either be a positive or negative number. A positive number will increase the level of development, while a negative number will decrease it.
-"[county id or barony id]" should be replaced with the specific ID of the county or barony you want to change the development level of. Every territory in the game has a unique ID, these can usually be found through data files or online databases. If you do not specify a county or barony id, the command will default to the capital of the player character.
This command can be helpful for a multitude of reasons, but it mainly gives players the ability to directly control the development level of their territories. This can enable them to rapidly expand or upgrade their domain, or conversely, to cripple an enemy's county or barony by lowering its development level.
